Fix concentration

As it stands concentration requires no cast to activate while loaded...problem is all those abils etc that give it a % bonus don't affect it because of this

Just because it isn't activatable doesn't mean it still doesn't buff you. Testing around with concentration bonus now to see if it does or does not give you a bonus to items, one moment.

EDIT: Yeap, no concentration bonus gives any pts to concentration. Yet another useless % buff thrown on passive abilities/items.

The % buff will only work on an activated buff, like hacker title buffs.

I know that's what i feel was a mistake making concentration load like almost no other ability in game..it should have to be cast just like determination or any hyper etc.

Fix now? plz? *shows pie and cake*
