Am I missing something obvious... how do I get the decel bit required to trade with the 11.2 completion token to get the 11.3 token?

Kill Wright.
She's a level 100 NPC in Hampton Green, coordinates X: 98 Y: 131 Z: -216. Kill her and she drops an Accelerator and/or Decellerator bit.
I thought you needed the Anti-Decelerator Bit for the missions?

Oh, you need to get one of each override bit from one of the "Wright's Accelerated Program"s and look for a collector called "Neglect" in Morrell on your map (I think Morrel South is the closest hardline), Neglect is on the 13th floor. Get the Deaccelerate immunity from him and go trade it into the collector to get your next mission ticket.
The Wright thing is for if you need Decellerator bits to trade in for the wireframe glasses.

Thanks. There's 4 override bits yeah? 1, 2, 3 & 4?
Yep, that's it.

So.... I have about 12 each of override bits 1, 2 & 3... still no 4's
*shakes fist*

What's the Signal-Jamming Anti-Overide for?
For turning into the Merv colletor for the 11.3.2 mission, or to use to be immune to Wright's Signal Jam that lowers your resistances by roughly 150.

and immunity from its low chance it has to do "~50% of your HP" damage to your character

That's a seperate ability, does about 75% of your max health in damage.

How many people does it take to kill her? And I'm assuming you get a decelerator bit afterwards
We managed to kill her in a 4-man team: 2 MA's, 1 Guns and 1 healer. And we didn't even need the anti-overrides.
