Looks like that's a body type glitch.  Since I've got the same body type as the npc's that wear them I think I'll be ok.

I don't feel so bad about this. Chicks get a majority of the better clothing. But when it comes to a special item like this, it shouldn't be plain boots. Thighhighs would be hott!
