I think the title is a bit misleading. The Loebner prize is an annual event. I read the article thinking that it would describe some new, innovative, and ground-breaking entry, but it was just some generic information about the prize and a few mentions to other AI challenges.
That said, I've spent a lot of time checking out some of the previous entrants over the past year, because I happen to have been working on a design for a machine learning project of my own. Maybe I'll throw my hat into the ring for the Loebner prize in the next 10 years if somebody hasn't won it by then.
