They are pieces of an image which is meant to form a whole (obviously). They have been released as part of successful completion of tasks for liaison officers, for quite some time. I understand that different orgs have been given different images, with the intention that we co-operate by sharing the information... Thanks, I guess.

Roy is so out of the loop. This been going on since November or so of 2007.
Maybe they are being sent to them so more people are aware and can join in.
