IS their anything set out for data node spawns to be in specific locations? Say for example I mine in Westview would I be more prone to getting Vamp and Lupine Spawns?

I think the Data Node spawns are pretty much randomized and they don't depend on location.
The area you mine in only affects the level of the nodes. This may be a factor in what will spawn and what won't but there is no particular organisation of spawn types as you've suggested.
Depending on the level of the nodes you are tapping depends on the "Difficulty range" of spawns that can appear. I haven't noticed any pattern of getting more of a certain type of spawn in the way you're asking though from certain areas.
The actual tap you use will also influence the spawns you get. If you use the Extractor 3.0 or Scramble 0.4 you will have a better chance to get the more difficult spawns.
