 Actually his Mr. Brewer's brain was messed up before Zion got to him, messed by the Oligarchs who used him as a memory storage device rather than treat him as a human being, and the Machines didn't seem to stop the Oligarchs from doing it did they? if it's anyone fault for letting him be like that it's the Oligarchs and their Machine allies, so you deserved to get shot by Ouroboros Security.

Has this been confirmed?

As for being 'allies' Ouroboros has turned down every offer of help offered by the Machines and did not even inform the Government when the trouble started as is advised to all large corporations. That doesn't sound like the actions of allies. As for the Machines letting anything happen... the Oligarchs are the same group that Halborn and Carlyne are from. Their intrusion of the Simulation a while back demonstrated that the Machines are sometime unable to prevent them from doing certain actions.
