As far as I can tell, Recursion had the most right after the server merges because it merged with Method. However, I think Syntax has the most since i've never seen its population as Low while Recursion and Vector sometimes are.
Roleplaying is still alive, although I've never gotten into it as much as I'd like to. However, RP is definitely thriving with Liaisons. Get in touch with these people according to your server and org. They're 24/7 in character and they'll let you know when Live Events are going on, etc.
Keep your eyes out for parties and such because they're really fun and that's where you get to meet a lot of people.
Also, be sure to do the Archive Missions to get brought back up to speed on the story. It's HELLA confusing for new/returning players to understand what's going on. There used to be story summeries on various websites that would get you up to speed really easily but I don't know of any anymore. 
It's true, the game is not as popular or populated as it was when it first started and when you played, but it's still here and a lot of vets are still around.

All true, get to know you're LESIG (the liasons) as they are a great source of information and the archive missions also result in some neat little bonus clothing/items even if they're a pain to get cause it takes so *CENSORED* long. Any questions always ask, a lot of us that have been here for a while are usually more than willing to help with answers or a tour of some sort for a while. Think there's a thread for people that have signed up for helping new players (guess also returning players to relearn?) somewhere in another thread.
While I might be on Recursion, Syntax is usually the most populated and is a pretty good RP scene from what I remember when I was there briefly, good people, and lots of fun. Think they have more parties than Recursion and Vector combined too 

Events... Are they still occurancies? Do thinks still happen?
Are they planned? Are they still as good?
Yes, events do still happen. But it depends on your outlook on whether they're just as good or not.
Instead of having a big event once a month, there are small events EVERY SINGLE DAY! And they are much more closely related to the storyline and tie in with the critical missions instead of being seperate entities like the Darkness one. This is why getting in touch with your liaison is crucial, because they'll be able to tell you when and where an event is that you can participate in.
