Got it - it was options, and the other way around than what you said. Very cool, thanks again.
Hey Star, can you copy and paste exactly how you have it so I don't screw it up when I try? 

I'm still not 100% satisfied, but for now, the key is to modify this in your options.cfg file:
wr_skybox_fogrim_fogdst = ######
and change it to this:
wr_skybox_fogrim_fogdst = 0
This will result in the background city image being visible all the time... the problem is that faraway buildings will still be greyed out, creating a very jarring skyline, especially while hyperjumping. For best effects, plug that into one of the bazman option files, since they draw much farther, lessing the problem.
For best results, use near the aquaduct.

I've done some more tweaking, but I'd still love to see Kevin's... anyway, here's what I've got so far.
