kill the others in the area, wait a bit and he should respawn. He is part of a group and he won't respawn till the whole group is dead.

I've noticed a lot of the gang bosses have been AWOL lately, but some people are probably just killing the boss, and not the spawn around him/her, which gums up the respawn process. No big deal, just means you have to crack a few more skulls.

Indeed, people kill the boss to get the drop, if he/she doesn't drop it they kill the rest of the group in order to respawn the boss. When the boss does drop required item or key and the player hasn't killed the rest of the group any subsequent player will have to finish off the group before the boss will respawn.
Apart from when this happens I've not seen anything wrong with boss spawns or drops.
