Lets see, Dark Evolution, Dark Mavericks, Ghost Code, Corrupt Souls, Organized Crime, Phalanx Persephone and Les Enfants Terribles come to mind for factions.
If your already on a crew unless you plan on leaving that crew you would have to apply no doubt as a crew to be accepted. You will also find that us meros tend to help out even if we are of a different faction. That in no way guarantees help with leveling though.
Was good your the merv faction that comes to mind that would help lvl

Anyways, yes DE is a good group of people that are willing to help you level. We at LET may not always help you level, but we can help you with other things. Favors for... favors.
Also, do Archive missions. Do 1.1 to 9.3 Merv, then do 1.1 to 9.3 Mach, then 1.1 to 9.3 Zion. That's how I'm doing it. You get tons of fun items [Blue Headlamp, Code Eyes, etc.] As well as your faction clothing. You also learn all three sides to the story before hitting 50 and you can do the weeklies when they come up. [Hopefully you'd have the ability to be doing a different story line and keep up with the current one as well, or you'd have to wait for the next Archives I suppose.]
Either way - Archive missions are the easiest to level, most rewarding, and grant the most XP now. Just all for your information.

indeed now especially since update 60 is allowing full xp for archives missions you have allready done once again
