Bring avg rolls back?

I was thinking, in CR1 we had avg rolls so you rolled a nr +-20 or so around that roll. For instance if your avg acc roll was 280 you couldn't roll 200, or it was very very very unlikely. Here instead we got a maximum roll you can get and you roll a normal random under it (as 9mmfu explained with a graph before). I wonder why that was changed, since this max roll system seems a lot more random? Also wonder if anyone would like to see the acc and def rolls changed to avg rolls against rather than max rolls??
