Also, if you've ever been hit by Seraph in a LE, he does pretty similar damage to a 255 agent or more.
Just...don't take levels of NPCs and compare them to important characters like Seraph.
And the Agents that are level 255 act more like police for this game. Loiter somewhere where you don't belong, you'll find yourself in trouble.
The fact that Seraph could defeat them is because he is destined to defeat them and if you note that most actual character Agents are only level 55 (in the case of Agent Griffin, Agent Pace etc.) and 60 (in the case of Agent Gray).
Seraph is level 65 in this game, and Agent Smith would undoubtedly be at most level 60 before he became a 'new man' so to speak, in which, in the recent live events involving his Smith Virus escapades has him clocked at level 100.
The Agents that spawn on you just out of random are just Agents there to keep order, kind of like GMs with no speaking ability and keep order in something you're not supposed to do, like loiter in restricted areas, or datamine too much, and so forth.
There is a lot of debate and controversy on this, but that's my explanation on it.
And like Zudrag said, Seraph hurts just as much as an Agent shooting you, so don't just base it off levels.
It's kind of strange on acount of that one chinese dude with the specs could stand up to Neo when agents couldn't do anything to him except throw him just to get kicked in the face. And that chinese guy isn't a very high level... The chinese dude during the movies also said " I've beaten you before".... huh... Give me some feedback!
Npcs have a level cap of 255. Live events characters have a level cap of 100. Thus Agents are 255 and Seraph is lvl 100.

NPC levels and LE character levels are different sometimes. The only reason the NPC Agents are lvl 255 are to strike fear into you and make you do what everyone did in the movies: Run.
Halborn and Carlyne are only lvl 100 but they have the ability to take down Agents at their leasure (although I suppose it's really due to their programs, not their actual abilities). And although Pace and Gray are only lvl 55 or 60
Basically, no matter what lvl they appear to be, the order goes like this, from Strongest to weakest:
- Halborn/Carlyne
- Agents and Seraph (they're roughly the same, Seraph can't take on more than 1 at a time, really)
- Redpill Live Event Characters such as Niobe, Veil, Kid, etc.
- Us.
It may not be exactly accurate, but that's really the jist of it.

Give me some feedback!Well, the first time Seraph fought Neo was when he hadn't realized his full potential yet as "The One." Not to mention they weren't trying to kill each other, Neo was merely defending himself.
The level situation has already been explained.
Finally, Seraph was the equivalent, in the first utopian version of the Matrix, of an Agent where they were actually angels (see Pandora's Box 4), hence the name "Seraph." On top of that he's had time to get better and whatnot due to being freed from direct control of the System, thus making him slightly more powerful than the current Agents.
Not all Agents in this game have super human strength like we've seen in the movies.
Personally I think the Agents in the first movie were more like level 55 or 60 while the Agents in the second movie were more like level 65-70. But that's just me, although I also think comparing movie character strength with the characters in-game is silly.
