1+2 = Lots more violence and more cop killing which '24' does not have.
FCC rules are stupid I agree, but they are the rules.

Uh, Imax, at least a dozen law enforcement (L.A.P.D.) and government agency operatives were killed (F.B.I., C.T.U., Secret Service, etc.) throughout 24's entire run on all six Seasons.

That looked more like a budget thing than a censorship thing to me. They still showed blood, they just didn't show the action sequence. Personally, I love the way it was handled, leaves you wondering exactly how it went down. And the Johnny Cash song worked really well.
