I think there are a lot of misconceptions about Bullet Time. I'm almost positive it is just a cinematic technique used to show things that are happening really fast at a very slow speed. When Neo bullet-dodges, Trinity says, "you moved like they do" or something like that. I'm pretty sure Redpills don't decide "allright I'm gonna go bullet-time!" They are just moving very quickly with precise motions, and Bullet-time allows viewers to see the precision of the movements that we wouldn't see otherwise, that is all.
So as far as the game goes, I think Bullet-time works great as it is with minor tweaks here n there. The option to activate bullet-time doesn't really make much sense. Especially with the idea of slowing down a certain area. Could you imagine people outside of the range of bullet-time watching everyone moving in slow-mo? It would only really work if when someone activated bullet-time the entire server moved at slow motion. With Bullet-time in interlock, this can be avoided.
