It does not make sense to stack same with same. What does stacking powerless with powerless do? Make you mega-powerless? I guess no one will bother fix that as it has no additional detrimental effects other than resetting the powerless timer to the last debuff's duration.
Some debuffs need a revamp tho: Proxy Coder's Lockdown 1.0 is a non-breakable root whose re-use timer is shorter than the debuff's duration. You can root someone forever with it just by casting it again and again.

It does not actually stack. Two debuffs simply wear off their timers. You get rid of powerless state once the last timer has run out. 6 secs of powerless(1) + 2 secs casting timer of powerless(2) + another 6 secs of powerless(2) makes a total of 10 secs. Thats right. The debuffs don't queue though. So casting a powerless debuff at someone that is already powerless is actually a waste of IS for the one that is casting it, not a disadvantage for the debuffed...
