Anyone else experience this problem? It's not a problem with loadout (up to rifleman - lvl10), its not a problem with tactic (using speed or power). It only occurs after i enter the loading area after playing for a while. to fix the problem - I actually have to exit the game and restart.

B1ackOrchid - So you select the tactic and your gun ranged attacks don't work? Have you tried selecting a different gun in your inventory? have you set the gun you want to use as "preferred". If you have a gun you can't use as preferred, the moves won't work.
To select your preferred guns (1 each of; machine-gun, pistol, rifle/shotgun) right-click on them in the inventory and select "set as preferred".
Your preferred weapons will be the first ones listed when you drop down the ranged attack style menu. For special moves such as "body shot" and "hindering shot" the gun used will be your preferred rifle or pistol. If no appropriate gun is set as preferred then the first matching one in your inventory will be used. so if you have weak guns on tab 1 and good guns on tab 2, it will use the first matching gun on tab 1 (unless you have the appropriate gun currently equipped).
Entering the loading area will un-equip your gun and if the first matching gun in your inventory is, say a level 20 gun, then the move will fail.
This may not be the solution ... just throwing some ideas out.
