I think since we are supposed to be at war that the concept of "bugs" should be introduced. Basically the idea is this. Lets say that the EPN are going to hold a meeting, and Cypherites want to get some information on what they talk about. However they can't send a spy since this is a high rank meeting so security is tight. So what do you do? You find out where they are meeting ahead of time (either through a spy or informant) and you basically place a luggable in the area. The luggable would have to be small and it can't have the arrow and cross hair things on them. Now the bug who will be own by one person will receive a transcript of the meeting in his chat box as it happens.
Now how does one get a bug? Well I think the process should be very hard, maybe with a long, hard mission so that we don't have everyone using a bug everywhere which would make this whole thing pointless. They would pretty much have to prove that they are worthy to get a bug to plant in places.

There's either area chat (confined to the location you're in, which is no doubt hard coded), or channels, and they don't behave anything like area chat.
