They're super-rare items that you can't get through normal means anymore.
Big "I was there" symbols. Oh, you can trade the Translocation Program for some glasses or an ugly jacket at Loripor(collector by Mara C)

I have a Neo's Insight and it doesn't do anything anymore. It used to activate a long long time ago.

It seemed to make you stronger when fighting. Maybe like a cross of antibiotic/tactic boost? Sort of like the mobius is like a health boost.
But it does nothing now.

As long as you have Zion rep, you can activate the Zion Hardware Requisition for a toughness bonus. Just put it on your hotbar.
You know, not wanting to take away or demean the old abilities like glimmer and hardware req, but I think that new awards or abilities that give similar abilities should be made, perhaps for an event (like the next anniversary).
I know, I know... those abs were when an event was a massive thing that went on for ages and the fact that it would take a bit of dev time (and possibly money) to sort it out for todays MxO... but it'd still be nice...

IMO, it should activate some type of bonus, perhaps with accuracy or defense %. It would be a nice "gift" to veterans as everyone always seems to want to have veteran rewards that can be /claimed like other games.
