Welcome to The Matrix Online.  Here are a few things to help get you started. 

Fill your Memory Capacity.  At a Hardline, right-click it and choose Abilities.  Click the Ability Tab to the right so that it displays all the Abilities you have not loaded on the left and all those you have loaded on the right.  Double-click or drag all the Abilities from the left column to the right column, moving them from Core Storage (Loading Area) to active Memory.  If you still have more Capacity, it's time to hunt up some new Abilities at a Vendor or from a friendly Coder (Crafter.)

Pressing the O key brings up the Actions Panel.  This Panel shows just about everything you can do or use and has three tabs: Abilites, Consumables and Tools.  You should drag each and every item in all three tabs to hotbars.  In other words, put everything shown in every section of the Actions Panel on its own hotbutton.  That way, you can use any Ability, Consumable or Tool from the hotbars without having to open the Actions Panel during combat (not until your Hotbars fill up anyway!)  Hotbars go from 1 to 20 and are displayed two at a time.  Clicking the up and down arrows above and below the hotbar number will allow you to select any hotbar. (Which is the only way to display bars numbered 11 to 20.)  Shift-1 thru Shift-0 will change the top Hotbar to the number key pressed.  Ctrl-Shift-1 thru Ctrl-Shift-0 changes the bottom Hotbar to that number.  Pressing a number key 1 thru 0 will activate whatever is on that button on the top bar.  Pressing Ctrl- number key 1 thru 0 will activate whatever is on that button on the bottom bar. 

The /use command can be used to activate a hotbutton which isn't currently shown on the screen.  For example, typing:

/use 5 11

Uses whatever is on Button 5, Bar 11.

The symbols under the hotbars show which Abilities are affecting you, whether good "buffs" from yourself or other players or bad "debuffs" from enemies.  Perpetual things like the Style and Tactic you are using will show here, too.  These are the two which never go away.  You'll always have an active Style and Tactic.  Styles have to do with using Abilities in certain branches of the Ability Tree and switch automatically when you use those Abilities.  Styles include Self-Defense (which everyone starts with) Hacker, Coder, Karate, Kung-fu, Aikido, Spy, etc. and are tied to the Abilities you have loaded at the time.   You can mouse-over any Style to see what Influences it is giving you so you can choose one to start with, though they will change if you use an Ability which requires a different one from the one you are using at the time.

Tactics are the color coded blue-red-green-yellow and are called Speed, Power, Grab and Block.  Speed gives you more Accuracy, Power inflicts more Damage, Grab increases your Defense and Block attempts to block an incoming attack and restores your InnerStrength if successful.  You'll always have one Tactic selected.  You can't use most Abilities with Block or Withdraw.  If you get a message telling you that you can't use an Ability with that Tactic, try switching to Speed, Power or Grab.  That final tactic, Withdraw, is used to get out of Interlock (close combat.)  These Tactics also cause States on your enemies; States which are required for other Abilities to work.  For example, Speed can cause an enemy to be Dazed and Headbutt requires an enemy to be Dazed before it will "light up" for use.  So, if you want to Headbutt an enemy, use Speed Tactic on him until it says he's Dazed.  Headbutt will light up in your hotbar and you'll have just a short time to activate it while the opponent is still Dazed.  Speed causes Dazed, Power causes Staggered, Grab causes Off-Balance.  If a combat Ability (sometimes called "specials") requires a State, you have to use the appropriate Tactic to set the opponent up for the special move.

I assume the "memory you find on enemies" means Code Bits.  Bits are the basic building blocks of Crafting.  Bits are made into Fragments, which are combined with other Fragments to create Codes.  Codes are compiled into Items.  Items can be decompiled to learn the Code Structure (for copying items) or to recover bits from an unwanted Item whose Structure is already Known.  Bits and Fragments will upload to your Core Storage at any Hardline.  Getting Coder Tree Abilities and Tools will allow you to learn Coding (Crafting) to make Abilities, Weapons, Consumables, Tools, Apparel, etc.  Getting the Decompile Ability and Decompiler Tool will get you started in Coding, but there is a lot more to learn about Coding after you've mastered the basics of combat.

The boots you can't equip are either the wrong gender (blue background for men, yellow background for ladies.)  You can see the background on a grayed-out item by dragging it.  If it's the right gender for your RSI, you can't equip it because it's too high level for you to use yet.

I've heard horror stories about Vector-Hostile players having to retreat to pacification zones just to get a little peace and quiet to do some Coding, RP or partying.  Then again, I've heard that Vector population isn't that big and these days one can find a Signal Booster Dish near a Hardline to do some Coding without being molested.  The Hostile/non-Hostile choice is always a very personal one and I doubt a hardcore PvPer will convince a hardcore RPer to go Hostile and vice-versa.

More questions?  There's a ton of content and sights to see in this game.  I don't think any other MMO allows the "on-the-fly tweaking" of MxO.  The only things which are locked for your RSI are gender, psyche trait (base Attributes), and the names. i.e.  my main RSI is Gregori "PS10N" Lomax, a male with the Lunatic Fringe trait.  Everything else about him can be changed, some at a moment's notice, others with an investment of time, items, actions or $info.
