Dragon Skin Farming

I'm a lvl 9 hacker farming for the Dragon Skin with a lvl 50.  He is using Viral debuffs.  We have no problem killing the boss, but are unable to get the Dragon Skin to drop.  It's always been LionSkin...  We aren't on a team.  The 50 isn't causing any damage.  Nor is the 50 allowing the Boss to IL him.  Do I have to IL the boss to get the drop?

And the boss is lvl 16


Edit:   Well I IL'ed him for most of the damage and it finally dropped.  So I take it that you have to cause most of the damage in IL.?

With all the great advice above, it's always a great idea to send the lowbie in with several stacks of Health Pills.  It cuts down on lots of frustration and wait time between spawns.  You can even have someone still up in the city email more consumables down to the "champion."
