The servers just restarted and now not one luggable is in any district on Syntax.
EDIT: I just checked Recursion and Vector and all luggables are on Recursion and Vector, so it's just on Syntax. Also, I noticed a couple days before the restart the Bomb Pet in International and Downtown wasn't on the server anymore. The luggable spawners may be broken on Syntax.
