Combat tactics - more influence?

I was thinking today about interlock and CR2, and how its become who has the most luck with spamming specials. I know that each tactic counters another, but there is still a huge element of luck in this.

So my thoughts were, would it be good to make a tactic lose a role 80% of the time when it is being used against its counter tactic? I thought this could allow more player ability and timing to be a factor in fights...

Edit: Included a better explanation:

I remember in CR1 that using a duelist build, i could beat people only using very few specials, and just going for the states + high damage moves. This is what i find annoying about CR2, someone who sits on grab and spams specials can beat someone who is using the counter combat tactic, and going for the state for that big move.

Lets say i was in a fight using speed, and the opponent then switches to grab. Depending on how quick i would notice, id switch to power, then same goes for them, when they notice they can switch to speed. By making each tactic influence the fight more, it would be way more tactical in which tactic you use, when to use them, and trying to disguise what tactic you will use next.
