Ok so I found this screenshot . First thing was I wanted to get rid of the block party below and make it darker. Well I made a copy of the screenshot and cropped any of the empty spaces on the floor by the crowd. Then it was just pasting them over the crowd, after they were all covered I flattened the image and used the burn tool to give it that darker, dirtier look and added some blur for depth. (note: I did have to get different shade samples of the floor as some areas were darker than others.)

after that I added some detailing to the shoulders of the redpill and added some burn to the shadows of the coat (not alot though). I started also to add the glow on the sign below and some glow on the windows. In that I tried to get as close as i could to the actual shade of the window to give it a look like there was lamp close by the window. I also sharpened the wall closest to me to bring out the detail of the bricks.

There was two or three snowflakes in this picture on the bottom left, to get rid of that I just added the closest color to the surrounding area and dabbed it once on the dot, then I used smudge to get it to blend.

The last three parts were the most work. I wanted the redpill to look like he was just arriving in the Matrix so I hunted around the boards here and found a tutorial on creating a code. Well the tutor had the a picture of the code but it was in black and white, a few adjustments to the color and it was the green I wanted. I tossed that in and set the opacity low enough so I could trace around the redpill with an eraser. After that was done I brightened it up a bit.

The next thing was the rooftop floor and the edges, for that I made a background copy and used filter/glass for the floors, erasing around the areas until it gave the floor a "wet look". I made another background copy and used filter/splatter  and tweaked it enough along the ledges to give it some resemblance to rain  hitting it.

Last thing was the rain itself so for that again I went to the forums and got the tutorial there, all in all it took about an hour and a half to get it all done, but that was after three days of trial and error till I got something like this ...
