I was doing some missions yesterday and while interlocked with the NPC's I used "covering fire". In the animation the NPC drops to the floor but but ends up laying on the ground for about 20 second after the ability lands. Then it auotmaticaly withdraws out of combat when it gets up. This happened every time I used it. Anyone else experience this?

The covering fire isn't bugged, the NPC behaviour is. It probably was a Gunman (especially happens with Riflemen), right?

That "pause" time + afterward withdrawal that happens can happen with any ability or any normal tactic.

If you notice a pause in Gunman combat then your enemy is probably about to withdraw, you can counter this by switching to block which, for some reason, forces the NPC to perform a normal round of combat instead.

You can hinder him from withdrawing by using an ability in the right moment, this ability will most likely hit (even on Power). After the ability hit there will again be such a "Pause", time for another ability. And so on and so on until one of you is dead.
