Who is "The Grey Marshmallow"

I was looking through the MxO program files (don't ask me why) and I came across the missions folder and the sponsors file. And there seems to be another neighbourhood contact.

Now I searched for him in the forums and it seems that there was much discussion about him. Unfortunately there was way to many search results for me a wade through. So can anyone tell me the story of The Grey Marshmallow?
