Ok, so one of the major problems with faction housing is this.

I think I found a way around this. Already there are places, rooms, office buildings inside the game that already has room, furniture etc. They all survive the server update because they are part of the permanent environment. All we need to do is take an existing neighborhood in each district, and have all the mission area in the buildings in that neighborhood become part of the permanent environment. A faction could buy out an entire floor, or at least part of a floor in the building! It all depends on how much info you pay. So here is how I see it happening.
1. A faction house in Westview would be $10 mil info to $30 mil info
2. A faction house in Richland would be $30 mil info to $60 mil info
3. A faction house in International would be $60 mil info to $90 mil info
4. A faction house in Downtown would be $90 mil info to $100 mil info.
Now each faction house, depending on whether or not you buy out an entire floor or just part of the floor would contain the following.
An entire floor:
A lounge, meeting area, data storage area (which would basically be a room with servers and an access computer, factions can store their stuff on the servers through the access computer.) As well as a private hardline for the faction. If you buy out an entire floor, that means that the floor your faction house is on is restricted to anyone not in your faction. The floor can be access if you have the key to that floor, or if someone who's already in the house lets you in.
Part of a floor:
Meeting area, data storage area (but with less storage space), & no floor restriction. However your office space can only be access with a key that is given to your faction leader and can be decompiled and made copies of. You can also get in if someone who's already in the house lets you in.or if someone who's already in the house lets you in.
Both plans will have their own chat channel call /FHC (Faction House Chat) which will be secured.
Now as for which neighborhood to do this in, here's the neighborhood I think we should go with.
Westview: Manssen Park or Gracy Heights.
Richland: Kedemonth or Tabor Park
International: Uneo
Downtown: Really there's no wrong place to do this lol.
