I've heard that Widow Moor is the best glasses to have for MA, and that the Seraphims is the best shoes to have for MA, is that true, and what would you guys recommend?

Seriphims are the pwnage at all times... except if your running stat hack. I dont understand how ppl strut around wearing cheap reeboks and think they are the pwnage. GET EM NOW!
Widow Moors are really good all round glasses that can be used with any loadout for the IS regen.

They're also handy for the extra Initiative Bonus for close battles where the next special move could win a duel.
And... If I load Execute Program and wear the 3% Melee Acc glasses? That gives more accuracy and you also have the IS regen.

Also, it depends on whom you're fighting, WM lenses are nifty, but IS regen isn't always the most important factor. Resistance often looks like the better choice. If I'd go for different glasses, I'd use the mel, ball, viral resistance MA glasses (they're lvl 45 with mel acc or sth? Dun have them in my inventory right now).
As far as shoes go, now gunners and spies have a good alternative. Seraphim are really good, but MAs can do without them if you wear appropriate clothing in the other places. In that case, I'd go for the lvl 49 2% acc shoes for MA.
IS regen clothing is always nifty, but I belief that those who depend on it too much will start to panic when they have no or just little IS left. MAs uses alot of IS, so more IS clothing is good, gunners in comparison, can do with less IS clothing. Spy (especially MKT) throw so many knives in so little time that their IS usage isn't small either, although the knives individual IS usage is negegible. From that alone, I'd say that spy tree can do with least IS regen clothing out of the Operative trees.
Whatever fits you better. *shrug*

The IS regeneration rate bonus % serves no purpose whatsoever at this point in the game. A turbo without engine, to quote 9mmfu.

I don't believe in IS no resist clothing like WM lenses with the advent of miss-miss. It works out way better to sit on block aikido style to regen IS than to have <200 resistance.
Glasses, for MA v MA I'd say the Green Pravera 2% defense, or the Amethyst Silver Shards with 2% acc and resistance if you can get ahold of them.
Shoes, seraphims definitely. Nothing beats Seraphims.

For instance, Execute Program by itself will grant nothing and Seraphims by themselves will grant 15% IS Regen Rate (if I remember rightly). Execute Program and Seraphims together will grant 15% + 10% = 25% IS Regen total. The deceptive bit is that 'IS Regen Rate' and 'IS Regen Rate Bonus' are listed separately in your Bonus Menu (P).

A turbo without engine, to quote 9mmfu.If you check the quote you'll find he says we're lacking engines but not that there are none. So long as you are wearing something that grants 'IS Regen Rate' you will also recieve the bonus from anything which grants 'IS Regen Rate Bonus'.

Wrong, bonus given from clothings are not influenced, they are static. Quote 9mmfu: No attribute provided by clothing can be influenced which means its base value is just added to the over all attribute.
The IS regen provided by clothing are no engines. Also, the IS regen rate bonus % works this way: 10% IS regen and 10% IS regen rate bonus = 11% IS regen, 1% granted by the bonus. Otherwise the IS regen rate would quite over the top just by having one IS regen clothing and 30 vitality (which grants not IS regen but IS regen bonus).
You can try that out easily, wear IS regen clothing. Look at the regen, then add Execute program and see what changes. I can tell you, though, nothing changes.

Widows moor and some heavy resistance glasses are your safest bet for glasses, just switch to the WM lenses when you are out of IL and running around to regain some IS, then when you get into IL.. put on those resistance ones! ;)
Seraphims for shoes, though it would be nice to have some high-end buffs for the pumps. Female shoes are hideous. >.<
