Well... the buffs are certainly questionnable based on the work required for the item, however I was prepared to work it and hopefully it would be really useful.
Now there is a serious issue here.
White = Healing without headgear, Red= Healing with.
Now you might look at that and say... that's no 40% increase, you are right.

Now as a Trauma Surgeon I have 38% area healing bonus. We never knew the cap, because we simply never hit it, until now.
As you can see below, the area heal radius caps at 50%, the patchers headgear gives 40% bonus. Now let me point out "Resist Damage" is a lvl 6 ability and is needed for ANY Area heal or buff loadout, so you already have the 23%.


So.... basically, the bonus is useless as long as the 50% bonus cap exists. This is a hard item to get and takes a lot of time, at least make sure the buffs it gives are actually worthwhile.
So what needs doing? Lift the Area and heal radius cap, or say cap it too 80%.
