I saw this message several times today and noticed the person didn't shoot or anything. However I have never been able to take spies or other snipers out of sneak just by targeting them. Someone explain whats wrong here and how this works/doesn't work.

The level of your sneak / concealment etc is in points, it goes against people's Detection points, and they have a chance to walk by you and remove you from stealth. You need the Detection awakened ability loaded to Detect people, or at least Perception shades, which grant 22pts of Concealment Detection and 25% Stealth Detection.

The chance to remove someone from sneak or conceal 'n stuff is so low, I practically never see it except sometimes on NPCs (detecting me).

Well, NPCs have a NPC-Only "Stealth Awareness" ability which makes them more tricky than most, sometimes.
Other than that, though, Watcher's Shades are often better than "Detection" itself. Watcher's Shades + Detection + Stealth Countermeasures (Shadow), ... ouch. Noone's staying in sneak near you

True, I used detection and my watchers shades and spotted out an MKT 10 times in a row as he tried to sneak by me, was kinda funny watching him backp up around the corner only to get busted again 10 seconds later.
