People at different levels of education have different abilities and tools to offer.

Example: Someone still in High School may be taking a course in which the material being taught could be influencial in an event -- such as someone who is/has taken calculus mathematics would be benefitial in creating a degree of problems for people to solves during an event.

The account's permissions were bugged temporarily. If that happens in the future with any other applicants, applying on the PET forums themselves would be perfectly acceptable.
