Starting a crew/faction

What level do you have to be to start your own crew or your own faction? I can never remember this...

its based on rep not level, and i forget the number

According to this site, it's after you do your 3rd "Meet with..." critical mission, after having at least 16 reputation and a minimum level of 10.  Not sure on the accuracy of those numbers, but that seems to be in the ballpark.  I remember getting the "Meet with..." mission unlocked my 'captain' status around that time on other characters.

It doesn't matter what level you are as long as you have a rep of 16. That 'min lvl 10' is referring to the minimum level you have to be to use the org ability that we were supposed to be awarded at that stage. I left it there hoping we would still get org abilities but it looks really unlikely now so I might get rid of it.
