Certain bluepills talk about the pandas at the zoo.
I have yet to find a zoo anywhere.
Where are the pandas?

I'm gonna go out on a limb here and say...there aren't any.
If you look on the atlas, you can see that we are allowed to explor a lot of Mega City, but there is a lot of it still green that is still city but unexplorable 
I am guessing the Zoo will be in one of them areas. Alothoug, on the off chance we get a expansion and a new district, it would be nice to have an explorable Zoo
