From the look of things, it seems it's just Rarebit typing "/emote makes an odd gesture", and it's not an actual animation. Note that there's a double period at the end when it first appears in the system window.

(( My assumption about the "odd gesture" bit is it's a way to attract nearby players who may not be aware something is going on, or may not really know where. If you happen to be running through the area on a mission or something and see "The Apothecary makes an odd gesture" appear in your system window, chances are you're going to stop and investigate. ))
