Make them function the same as the RSI pills. 
So, instead of swapping buffs to wear the clothes we like, we change the name of the clothing and get the matching looks that go with the 'file'-name.
It's probably not as easy as it sounds to implement but when-o-when are we finally going to look cool while fighting? 
Bucklepants just don't go with a tie. Not to mention the fugly female masks with skirts or motorcycle suits. It's just wrong, very, very wrong.
