Network Firewall

I used Network Firewall early today and the system chat indicating whom it was applied to did not match the ability description.  The system chat said it increased VR and not VD.  I submitted a bug also, but it doesn't hurt to have more eyes get to see bugs so they can get be remedied sooner.
