The Shirakaba businessman Yuusuke Akayama has been nosing about; he evinces concern about the possibility of current events disrupting his profits. This concern is prudent; his rambling conspiracy theories about the Oracle, however, are somewhat less productive in his line of work. It suffices that she resists the Merovingian's will. I shall have to have one of our people suggest to Mr. Akayama that he concentrate on minding his shop, and leave speculation on motives and purpose to those more qualified.

The Oracle brought him back? Well, Seraph and Sati have been under her supervision, or vice versa, for quite a while. I can't see how she brought him back, exactly, though I can see how one might concieve some sort of conspiracy theory surrounding the entire process. Especially one under the employ of the Merovingian whose primary concern is turning a profit.
Perhaps it's worth consideration. But there's no proof out there towards this theory. Or to the contrary, for that matter.

Well if the Oracle is all knowing, then she did know what the General was going to do... so I guess she wanted that to happen for a reason... to serve her grand scheme.

Hmm...well, although it hadn't been straight out said, most of what this guy mentioned is something we could've thought about on our own. The only thing that I thought was important was the fact that he keeps talking about it hopefully being over in his area...Maybe meaning more will happen there? Also, that the Oracle could be trying to change the power balance of the Matrix again.

It's always cool to see neighborhood contacts, collectors, and other "minor" NPCs being used in the story, and given more life than someone who stands or wanders around in one area.
And it's nice to finally know where the Paper Tiger restaurant is. It was mentioned in the old Tyndall's City Guide, but there was nothing in-game to suggest where it was, besides the location where Akayama can always be found. If anyone is wondering where it is, it's the building behind the Shirakaba Central hardline.
