Granted, I've only taken a quick gander, and a short field test on some of these MKT changes (and I'm sure others have done a lot more testing than I at this point), but here are my first thoughts.

First, I see that universal knife timer as completely unneccessary. It's more of a band-aid to hide the timer issues than an actual working solution.

Second, the neurodart change is great. Couldn't have asked for better. But, the other problems are still there. Let's continue with this timer modification to bring everything into line:

SideRoll Escape: Reuse timer 30 seconds
Wounding Throw: Causes 61 thrown damage over 20 seconds
Deadly Throw: Effect timers 10 seconds, reuse timer 12 seconds
Crippling Throw: Effect timer 10 seconds, reuse timer 12 seconds
Sever Artery: Effect timer 15 seconds, reuse timer 18 seconds
Paralyzing Throw: Reuse timer 10 seconds

There are a couple others that overlap, but I'm not too worried about them. Does it really matter if you can constantly keep a target blinded? Nah, I don't really think so. I'm more concerned about constant effects which have very clear results on the battlefield.

Reasonings:
Sideroll Escape: bring inline with other escape abilities
Wounding Throw: The damaging effects for almost a minute are far, far too much
Deadly Throw: This is almost as abused as neurodart, it needs to be brought more into line with similar outer-IL abilities
Crippling Throw: Removed 5 seconds of root overlap (minus inherit bonus, which usually makes it around 20)
Sever Artery: Brought in line with Neurodart changes
Paralzing Throw: Removed overlap
