Of course, Riflebuttsmash works just fine under normal circumstances. My guess is that all withdraw abilities (most are from spy tree either way) could have this effect.

I don't use rifle butt smash at all really, however you're right.
I was running some missions the other day for rep and when i tried to use sideroll escape the animation went through but my opponent won the roll IE i had a red circle under me and the npc had a green one. Yet the animation went through and i rolled out.

I've had several animations go off while powerless. Typically, the damage does not go through at all. It only wastes time with animation and with the Rifle Butt Smash you have one exceptional benefit of being able to withdraw from combat. If used properly, this may result in exploits. However, I don't think enough people use it to exploit it.
Although now that it's out there, expect to see more Expert Riflemen now. *sigh*

Well the thing is, w4r's reference to other abilities going through and draining IS is the same issue but more of a hinderance than a help.
Duelist often has damage glitches when powerless or not where Dual Pistol Excecutions go through to quickly, not matching up with the 4 second round of combat and the ability does no damage and drains the IS - it also happens when powerless, drains the IS but does no damage which is right as you're powerless, but it shouldn't drain the IS.
