this is something that has really annoyed me since ive played the game.. but why is it when you go to a mission and you come up against a Karate Grandmaster they dont actually use that skill? They immediately start shooting at you and tend to avoid IL. Why would someone that is a KGM try to shoot you? When players learn a skill they use it? So why are NPCs different?
