Attempting to get someone in interlock is an attack like everything else so it takes 1 round, which is why there's a nice animation for when you fail.
You can't use free fire twice in a row either (or more whatever), that's on a timer as well.
would that not mean that there circumventing the attempt interlock reuse timer (by skipping the animation) which would be an exploitMy thoughts exactly ... but I'm not about to "cry" about it cause lets face it ...
*walks down to Mara C to watch some PvP*
EVERYONE and their mother does it ... and if someone doesn't know about it (usually new players that we don't have alot of) they will do it right after they see someone do it ...

which is why they have the timer also so that they can't press the button again once they land.

I agree that the animation is a little... cartoony for MxO. That said, I've always thought it was the person scratching their head in a "what the heck was that?" kind of moment. They see the person just standing there, they try to attack them but bounce off, so they end up scratching their head as they wonder what happened.
Yea, but this is the Matrix, after you encounter this at least once, you figured out what's happening and stop being confused about it.
I like it think if i tried to nail someone and i just bounced of them id be confused to
You don't scratch your head, you rub it. You just bounced off what is basicly a wall, i'm sure it hurts.
witch ever you do im pretty sure that if it was me i wouldnt rub my head and what would give you the idea to attack someone like that i could understand if you punched and hurt your fist without falling over but it seems you punch straight to the floor and not as a cause of the deflection
So what your saying is that this animation should be only seen once then you dont see it again right....

Well once or twice, but comon, if this was real life, would you actually be confused about it all the time? "Oh I'm bouncing off of him, he must have his shields up."
People jump after attempting a shield break for a few reasons:-
1. To prevent a sheild break attempt being used on them straight away
2. To cancel the animation allowing them to perform another action (.i.e freefire)
3. To move about after attempting the sheild break, where as the animation keeps you in place.
Personally I'm not too concerned with that, however what I really hate and honestly see mostly mervs or machines using is the continuous jump to avoid IL, it's cheap, and a word used by others.. a "crutch".
Of course you see mostly Mervs and Machines doing it .. you're a ZionitePeople jump after attempting a shield break for a few reasons:-

but seriously I never had a problem with that I was always able to get an IL attempt going with "x" target and the IL button
yes alot of ppl don't like , I haven't seen that animation for a long time ... people just immediately jump backwards after they attempt to break shield so it stops the animation
Mission eneimies do this a lot and they go through walls as they go back, now you can't attack them as they are on the other side of the wall but they come straight through the wall to attack your shield again then bounce off and go back through the wall again which repeats till they have broken your shield and have you in IL and all you could do was stand their as NPCs exploit, so you could make your way across Mega City and they will still be in range to attack your shield untill it is broken.
