Fundamental Flaw with Spy

There is an overlooked fundamental flaw with the entire Spy tree.

With Soldier and Gunman, anytime you switch between styles in interlock, you receive a one round penalty for doing so.  With the Spy tree, since there's only one Style, spies have an advantage to pull off one knife after another even if they're from different sub-trees without receiving that same one round penalty.

You could say the same about the Coder tree, but Coders only have a couple interlock specials, so they can't spam as easily as spies.

Does anyone else see this as a problem?

EDIT: This, of course, is assuming the devs didn't take out the one round penalty when they first made us aware of it when CR 2.0 was in testing.
