As far as i know they cant be Glicthed any more.. There was a mission that would cause it, but that was fixed so i dont think theres any way to do it right now in game ...Altho an admin can morph u into one,

Hmm, I think I might still have a screenshot of one of the neighborhood contacts
getting Black Cat mobbed.  If I do I will post it up here.
