and accounts les than one year old should get an info or xp present.
and beta players who allready have all that stuff should get a choice of rare clothing items (for eg: some vets who came back after the cr2 test server might want the baseball cap but couldnt get it after the qa server shutdown)
also this would be a good use of the /claim command so that there could only be one present per account.
