I believe so

No communications systems were online for most games during that period so any emails would have been lost.

In a topic in which I titled "Email = Not Supported" I wrote about how I emailed info to my ALT on my same account on the same server and it was lost.  After CCR it I was told that the "email" system is not supported what so ever by SOE.  Thus I no longer use the email system like I did in the past because it's unreliable and this is at SOE's admittance.

Email = Not Supported

Apparently the email system in the matrix is not supported by Sony and its developers.  Recent events involving email have prompted me to begin /ccr reporting them.  One of which just happened last night wherein I lost the total amount of 50,000,000 $Info by using the email system.

I am not now discussed with this product we all play and love.  In one of my /ccr reports I received the follow response after asking this question:  "I lost info (money) in game sometime after I received it from my ALT.  I don't know what happened, but I want it back. Please go back in your records...   so on and so forth.

This is the no accountability response I received:

Thank you for contacting the Matrix Online Customer Service, this is Senior GM Brewko.

I'm sorry to hear that you lost some $info that was sent to your other character, unfortunately info or items sent through the mail system is not supported and cannot be replaced.  I do apologize for this inconvenience but unfortunately we just do not have any way to verify the loss.

I regret that we were unable to assist you with your request.  If you have any additional questions or concerns, please write back and we will do our best to assist you further.

Sincerely,

Senior GM Brewko

50,000,000 is a lot of $i to give back for a system that has no records of any sort. I'm sure they get flooded with requests like this all the time and only 1/4 of them actually true to the point where they won't take the risk anymore.
