In Update 48, the functionality that blocked unknown IMs was fixed. However, many players with characters already in the Matrix may find that this option is checked. If you're having trouble sending /tells, make sure you have this chat option de-selected. (New characters have it de-selected by default.)
Note: This was not the cause of the earlier problems on Vector, which should now be resolved, as well.
