The ‘/who' command is an undeniably useful one, but the radius is far too wide.  For example, if you use it to see who's around at Tabor West, the list takes you as far as Mara Central.  Trying to discover those on the list is a frustrating, and often fruitless task when such a wide area is covered, and can adversely affect spontaneous pvp.

Reducing its reach to an area of, for arguments sake 400m would dramatically increase the chances of actually running into the other players, thus elevating the prospect of the aforementioned pvp.  This wouldn't discount cross-district hard lines which are in the immediate vicinity (Hampton Green Northeast and Union Hill South for example), and would grant players an improved awareness of who is in the immediate area.  Lower levels would also benefit from knowing that opposing organizations are close by, in keeping with the danger aspect of the Matrix. 

A possible fix could be retaining ‘/who', but also implementing ‘/area' for a 400m radius surrounding your current location.
