IS issues since patch?!

just want an opinon from others...today in 01 *lag free btw   i was thowing some heals and buffs whilst shooting the taskmaster........all of a sudden my is bar dropped over 3/4 ...at first it seemed random then thru some tests it seems that if i was shooting someone and casting a heal or a self buff then back to target my is dropped outta the blue. now it also happened to to gunners with us tho i'm not sure as to the steps taken that made it happen.

Anyone else having IS issues since update 46?
