Make all of mega city a hostile zone

It would be really fun if there were low level agents (as u said 55) calming down fights at mara C. haha it would be sort of funny as well i love it when i see an agent appear when ur doing something your not meant to be doing.
(also while we are on agents they should be able to hyper jump, it would add a little spice to the chases u get of them 
)
