There is a tactic that the ... less refined PvPers on live like to use, which exploits the rollout timer. And the NPCs from Box 3 seem to have acquired knowledge of this 
Basically the NPC gets you into interlock and then rolls out straight away, leaving you in a kind of half-way world for a few seconds while the camera withdraws. It also means that you can't interlock that NPC again right away due to the 6 second rollout timer which was implemented a few months back. A few seconds later the NPC pulls you into interlock. And rolls out. Repeat Ad Nauseum.
Basically, if even NPCs are exploiting this, is it maybe time to drop the timer?
